That was the flavour of the headlines. In his report Mr. Chris Woodhead said:
"As in previous years I am identifying a number of schools which are shown by inspection to be providing a good quality of education and achieving high standards. All the secondary schools listed have received outstanding inspection reports. In addition, some have excellent General Certificate of Secondary Education (GCSE) results which they have sustained over a number of years. Others have GCSE results which are good, given the circumstances of the school."

Three Surrey schools were in the top 80 (11%) of the 704 secondary schools inspected in 1998/99. These are shown in alphabetical order:
